Default Best PC Setup for Pro Recording

Hello,
I am about to go into buisness with a recording engineer who is
operating a semi-full function recording studio.
His setup is all hardware based, Fostex 24 track digital, Roland VS
1880, Midiverbs and hardward compressors.
We are discussing moving to a mostly software based system, namely
Sonar Producers Edition 3, Waves Plugins, Reason 2.5 etc.
My question is since we can't run most of these programs on Mac, What
is the best way to go on a PC and Sound Card that has a low latency,
and doesen't crash everytime you turn around.
Our three biggest concerns are...
1.Pro Sound
2.Stability
3.Low Latency
