Removing the clapping will be next to impossible however any program similar to
CoolEditPro should be able to boost a channel so that the music is at the
correct level even if the clapping clips. Then use clipping correction on the
claps to remove some of the objectionable distortion. At this point you can try
removing the clapping as if it were noise or vinyl record pops.

Regardless of the program in use, it will takes many hours of hands on work to
reduce the clapping to an acceptable level.

Not going into a legal discussions re bootlegs, here is what I do with
excessive handclapping:

I have a friend composer and often he records his pieces at
performance, sitting somewhere in front rows and using a Sony
MD/stereo mic combination. So the handclapping is sometimes very loud
as the people nearby are of course unaware that he's recording.

I transfer the thing in the Sound Forge, search for those handclap
peaks (easy to find) and, extending (zooming in) the waveform to the
sample level, mark the most prominent and reduce its volume for -3 dB.
It works good indeed but this is a pure manufacture work. Oh yes, to
avoid any additional clicks, you should select the peak at a zero
crossings or as close to it as it goes, left and right.
