Default do i need inserts?

i might get a low-cost rack preamp with no inserts.
can i connect a compressor (dbx 266) between the preamp output
and the soundcard (motu 828) input for recording? would
i get extranneous noise? this is all line level material.

The only reason I think inserts appear on preamps these days is that
many preamps have built in converters, making an analog patch
impossible, and many studios don't have comprehensive patchbays.

In your situation, you do not need inserts on a preamp.
