Default .C code for creating simple .mp3's with ID3v1 tags

Does anyone know where I could find some .C software for
*creating* .mp3's (in .c software) with (any version) ID3 tags
(preferably ID3v1)?

Get the source code for the MP3 encoder LAME from sourceforge.net
This will contain what you're looking for.

Have a look at sourceforge.net. There are a number of projects dealing with
audio, many of them dealing with various format conversions. With source for
all of them.

I recall seeing a linux utility a few years back that would let me edit the
ID3 tags of existing MP3's. Don't remember the name though.
