What do these digital processors do?

In latest "Stereophile" Recommended Components:

Page 69, Digital Processors, class B...

What is the difference between the GW Labs DSP Sample Converter ($399)
and the Monarchy Audio Digital Interface Processor ($249)?

Do they do the same thing, i.e. upsample a 16/44.1 datastream to feed
a 24/96 DAC?
