Obviously the Aljazeera version is a slightly edited version of the
Reuters release. I find no credit to Reuters on the Aljazeera release
and it only trails the Reuters release by less than a half hour on the
wire anyway.
What am I missing?

It means they bought it from a freelancer, or Reuters sold it to them.
Obviously, the "news" cannot be copyrighted, only the expression.
So they sold the intellectual property of the written article.
