Default sr-convert: need .exe file

Anyone know where I can get the executable file for this? I had it
before ( I was using it to convert wave file sampling rates between 22
and 44 KHz ) but it somehow got deleted. The new version on the Source
Forge site no longer includes a .exe file and I don't know anything
about "building" programs. Or I could use any other (free) DOS or Win98
program for converting sampling rates.
