One of the better choices is the Sennheiser HD-280, a closed phone that
sells for less than $100. There's also the Sony 7506, which is essentially
the same as the MDR-V6, also less than $100.

You can get a set of 'closed ear' Audio-Technica ATH-M40fs headphones
for less that $100 online. I find them pretty good at blocking out sound.
But *completely* blocking the sound of TV in the same room is a tall order.
