Default Amp vs. No Amp

Solve an argument for me. when you get clipping in your rear deck and front
speakers at loud volumes, is it because you are over driving them, or is it
your deck clipping them because it cannot provide what they need for optimum
performance. Which sorta seguays to the question in my post. I'm looking at
Type-R 6x9's and 5 1/4's. Will I absolutely need an amp. My deck provides
the usual 22rms (though probably more like 14)
