Does anyone know of a Cooledit/Soundforge plugin or a standalone utility
that can scan a sound file for a particular sound (or waveform - within a
certain tolerance) and insert markers where it encounters these sounds?

As an example, suppose you want to drop in a marker whenever a certain
jingle is
heard in a recording and there's far too many to do it by hand?

I would guess it would work on the same principle as voice recognition -
using some sort of fuzzy logic.
