Remark on Homosexuality Delays Seating of European Panel

PARIS, Oct. 27 - The European Union's normally yawn-inducing
institutions raised eyebrows on Wednesday when a spat over comments
about homosexuality made by an Italian bureaucrat led to the withdrawal
of a slate of commissioners presented by the new president of the
European Commission, José Barroso.

But a series of comments by Rocco Buttiglione, Mr. Barroso's nominee as
commissioner for justice, freedom and security, raised hackles among the
union's left-leaning legislators, who consider themselves the guardians
of a new, enlightened European world view.

The standoff began two weeks ago after Mr. Buttiglione, 56, speaking at
a confirmation hearing, called homosexuality a "sin," although he drew a
distinction between morality and law and said his view would have no
effect on the way he carried out his responsibilities.
