I have this vague memory from elementary school that there was some
American historical figure who gave a famous oration that included the
line: "Millions for defense, but not one cent for tribute!"

We could update that to be Ethan Weiner's lament: "Tens of thousands
for gear, but not one cent for acoustics!"
