No, that's not a rule, it's a good idea when you have the opporutunity
(and the mics). The RULE is that you make whatever you have available
work as best you can in the situation you're in.

When "the job" is to make a reasonable sounding recording of every
singer who gets up on stage and stands a foot way from the mic, that
suggests one type of mic. If the job is to record any singer who gets up
on stage and works a vocal mic properly, an SM58 is probably the safest
bet for reasons that have been discussed thoroughly here.

It's not about using low end mics, it's about using the best mic for the
job considering all aspects, one of which is that you may not be able to
afford a large collection of mics, you may not be able to carry your large
collection of mics to the gig, or you may not have time to experiment to
match the mic to the singer.
