Cool Edit's pitch changing can be used for small adjustments but--

In CE96 and CE2000, there are internal shortcomings which lead to
significant differences (for my purposes) in the result. This can be
verified by examining the before-and-after sample count.

This has been repaired in CEP 2.1 build 3097 (if not before).
