If it's a Chinese product... some of them were originally designed to have
different plating and materials than they wound up with. You may find it
of benefit to add a short jumper lead between the grille and the case if
the material can be soldered to.

Yes, an added ground strap to guarantee ground. If dealing with
metals and/or plating that won't take solder, find a place to drill and
trap some small screw holes, make up a strap with ring connectors, and
attach the strap. Helps to put star washers under the screw heads.
