We did not look for permission from any other country. We were happy to
have
England join us but I think it is fair to say we did not rely on their
aproval
of the decision.

Because they and the others agreed with us.

I think we consulted with Britain, Spain, Turkey, Kuwait,
and Saudi Arabia, Qatar and other gulf states.

Britain and Spain for military support, the rest
for the use of their land and logistic support.
