I am assuming you checked the multi-media mixer software in the
computer. Also, the main volume control output of the computer will effect the output, unless you have a specific sound card that has a fixed line output for external equipment feeding. If all of this is good, then you should have the sound card properly checked to see if its output is too low for some reason. Other than that, I can only suggest a pre-amp of some type.
