Default MIDI Time Code to Clipboard Capture

Back in November 2001, I was looking for a program that would capture
incoming MIDI Time Code so I could use it to annotate time for logging
a live recording. Someone here was kind enough to write a little
Windows program for me. It's cool. It works. I use it.

I'd like to include it in some utilities that I'm planning to put
together for Mackie hard disk recorder users. While I still have the
installable version of the program, I've lost the e-mail that went
along with it and I can't remember who wrote it. I'd like to ask your
permission.

If it's you, drop me a note.
