That's the big limiting factor, the construction of the
buildings involved, and where the phone's base unit is
located.

IF the op has tried that, and no go then we need more info
to help him.

But, before the op does anything else, if he's tried that
one, let me suggest getting the base unit up high, and near
a window facing the other building.
Line of sight is his friend for this.
