Clunker junkers cannot be salvaged.
the tires come off, the car is crushed, no parts are allowed to be
removed and recycled for other uses.


Sorry, you're wrong. The rules are available as a pdf at the cars.gov
website. The clunkers can be parted out except for the engine block and as
long as the drivetrain is not sold as a unit. The engines of course must be
destroyed by the dealer by replacing the oil with a solution of sodium
silicate and then running the engine until it seizes which usually takes
only a minute or two. As for the radios, some owners remove them before the
trade-in; indeed my friend did that when he traded his old Mercedes in for a
new Kia Spectra under the CFC program.
