Who determines what artists get played on a corporate station's holiday playlist?

Adult contemporary stations make up the vast bulk of all stations going to a
100% Christmas music format at this time of year. Adult Contemporary, or AC
stations as they are known, play few currents and some play none.
At Christmas, the lists are selected for appeal and familiarity. Very few
new songs are added from one year to another, and the music for the next
year is tested with listeners for appeal around this time of the year this
year. In other words, the music for December 2008 is being tested right now.
Each radio company is likely to test music in several markets that represent
different currents within mainstream American white females from about 30 to
55. That is the appeal of all-Christmas, and it is a group that wants
familiarity, not a bunch of songs they have never heard before.
Remember, radio is in the business of selling advertising, not music. And
radio will be even less interested in new music if the RIAA imposes
royalties on radio, something that already has many in radio at odds with
the major record companies in the Luddite RIAA organization.
