Who determines what artists get played on a corporate station'sholiday playlist?

There are actual humans, but one of them was a guest at a local
songwriter's group meeting a while back and stated specifically that
they have -0-, nada, zip discretion in what gets played.
I note that among the cuts they play is a version of "Have Yourself A
Merry Little Christmas" by the Pretenders. It has to be the most
godawful rendition of the song that's ever been recorded by a
"professional". It's so hideous it's funny.
There's a screechy version of "O Holy Night" floating around that was
supposedly sent in as a demo to the Christian label Word Records, but
was obviously a spoof, even if it really was sent in. This
Pretender's track is almost as bad and it wasn't meant to be a spoof.
I can't even fathom why it got added to the station's playlist.
