That's a next-to-impossible task.

IF the music is spread far left and right, and IF the dialog and foley is
mono, then you could use M/S to drop the music to a lower level. The chance
of removing it completely without effecting everything else is very slim.


I want to keep the gunshots at the same volume and bring forth the
quiet background noise.

Parallel compression is exactly what you're looking for.
