Computer audio to Phone line
To my knowledge, we'll only be able to have a phone jack for the PA
system. We do have RCA outputs from the computer right now, which
connects to a television modulator via a minijack-to-RCA connector and
an Apple Mini-VGA -to-Composite video adaptor. But the original
question stands, how to [easily, cheaply] connect minijack (or RCA)
probably through a phone. I personally don't know much about the
school's systems and getting a technician in takes a while...

A "phone system" and a "PA system" are completely
different animals. If you can't precisely define your
question, you'll never get useful answers.
If it is a conventional "PA system" it likely has one or
more inputs that you can connected your computer
into directly. Just use a cable with a matching
connector at each end.
You will need to describe in more detail exactly what
kind of equipment you are connecting to. Make and
model numbers, what types of connectors, any labels
on the equipment, etc. etc. etc.
