Default Buzzing on PC -> Amp Setup

Ah ha! It's the light in the other room. When the light is on, the buzzing
is there, when it's off, the buzzing is basically gone. How do I correct
this? Should I try installing the surge protecter with noise filter on the
light?

computer plugged in via a mini stereo plug. I get no noise when I
directly connect headphones to the PC. It occurs in any jack I plug
the amp into, on my sound card (Turtle Beach Santa Cruz) or on my
onboard audio, and it occurs when the computer is off and even
unplugged from the wall. Can someone please tell me what's going on
