You make a stepped remote, using a stepper relay made into an attenuator.

Or, you make an binary chain of attenuators, with eight or so relays each
with a resistor of twice the value as the last... you need some fancy digital
electronics to drive that. However, the parts cost will be only a couple
hundred bucks if you use good relays, and that's a lot cheaper than the
stepper relays these days. And microprocessors are cheap and easy, even
for a one-off.
