It appears to show President Clinton visiting a Navy base wearing a
windbreaker with regular brown trousers. What's your point? That if I
half-close one eye and look at the photo from across the room it might
appear as if Clinton was wearing a "uniform"?

It's not a "windbreaker", it's a flight or "bomber" jacket, and it's
certainly military issue - along with the requisite velcro rank badge
on the left breast. It's definitely a piece of military apparel that
most presidents wear from time to time. They wear it as their status
as Commander in Chief. However, they don't wear it as part of a
"uniform". They don't wear the rest of the uniform, but they *do* wear
it as a symbol of their status as Commander in Chief.
