Sound Forge 8. You'll probably need to run 2 batches - one to convert,
second to normalize.

I want to compress a dynamic range, normalize and convert in one step
as dbpoweramp converter with powerpack does.


There's RMS normalization in Sound Forge which is what you're
describing. It can be done in batches...I haven't tried your EXACT
sequnce, but it will more than likely work.
