One can be bilingual without being hispanic.
Of course, but the probabilities of being bilingual with Spanish as a second
language are higher among Hispanics. Also, in parts of South Florida the
majority population is Hispanic.
If Hispanics have a higher probablilty of being bilingual and that is a job
skill good for them. But if that is the requirement for the job rather than
being Hispanic per se then there is no preferential treatment for being
Hispanic. If there is then it is illegal.
