civilians on American soil.
Except that there were obviously civilians at Pearl Harbor.
I think what you meant to say was a direct attack against a
predominately civilian target on American soil.
The problem with talking about all of this of course is the fact that
the attack on the WTC wasn't committed by Iraq (nor any other state
that we can determine). It was a TERRORIST CELL attack and that
doesn't give us justification to invade a third party country.
