That's an odd remark. What does he mean by this?

So ****in' what. Civilians in the UK have the ability to "make a
weapon" (WMD).
Sure, Hussein had the ability to make "a weapon". It's long been known that
after the U.N. inspections began in 1991 he switched from WMD production to
conventional weapons production.
That's why Dubya keeps changing his tune - now it's no longer WMD, just "a
weapon".
What a lying scumbag - sending all those people over there to kill and die
for nothing.
