Ah, and therein lies the rub. "downsampling" is not some very simple
process of just throwing away unneeded samples. If that's what
you did, and there was ANY information in the original sampled data
that exceeded half the sampling rate of the new sampled stream, it
would be aliased back into the baseband. That "information" doesn't
have to be real sound, it could be distortion artifacts resulting from
non-linearity, e.g. clipping or compression or whatever.

That's why, in my other post on this thread, talked about the fact
that anti-aliasing filtering is a prerequisite any time you are
changing
sample rate.

And there is NO guarantee that this filtering process does not half
to renormalize and thus requires redithering of one sort or another.
