Default ridiculous wattage claims on consumer audio in EU

I am curious how manufacturers can get away with such stupid wattage
claims on low end consumer electronics here in Europe. In a moment of
weakness I picked up a €69 5.1 powered speaker set claiming "650
watts". I looked inside the sub, and the whole of the electronics was
on one tiny card that weighed probably 10 grams. Whatever formula that
allowed this junk to be called 650 watts would probably say my
receiver was 10,000 watts. The manufacturers are shooting themselves
in the foot by perpetrating and participating in such fraud, since the
consumer can't believe anything he reads in the specs. Does this go on
in the US? I am American, but haven't bought any audio gear in the
states for many years.

We Europeans are just more gullible.
My KT88 amps put out 2000 watts!
