When I wash my hands I rub vigouously using a bar of Dial - I'm sure
that was not what was meant.

Dial is a soap that seems to safely and effectively cleans CDs, when
used with appropriate amounts of water, of course.

Ivory Liquid also works. Dozens of perfectly ordinary cleaners work
fine. I think it is good that people be warned that the protective
coating on the back of the CD is both very critical to the useful
life of the CD, and that per industry standards, it's lacquer.
Lacquer is attacked by a lot of different organic solvents,
including various alcohols.

attack lacquer. I've been working with lacquer since I was no older than
16,
painting cars, furniture, etc.

Quite believable.
Chronic xylene inhalation is known to cause organic brain damage.
