Thinking about this a bit more and accounting for the subject line you
posted, if the TV is a pure monitor without a tuner and only has
composite video and analog audio connections (you call RCA), then you
must have an outboard tuner to get cable or OTA stations. A VCR
contains a tuner, as well as a cable box or a DVD recorder. If you
want to record something while watching something else, then you'd
need 2 outboard tuners, e.g., 2 VCRs. So, no, there is no
converter/modification to allow your TV to act as a tuner if it
doesn't contain one.
