Default Bizzare Adobe Audition behavior

I just completed editing 24 one-hour video programs (using Adobe
Premire Pro 1.5) and using Adobe Audition 1.5 for audio processing
(mostly level normalizing, etc.)

While I was working on these, I found an annoying behavior which
I don't remember ever encountering back when it was Cool Edit
(2K or Pro).

When selecting (highlighting) a section of the waveform timeline
to apply an effect to, Audition would let me set "in" and "out" points
only at certain points. For example, I could see a quiet spot between
sentences, but Audition would NOT let me set the "in point" there,
it would snap to some fraction of a second before or after the desired
point. I had to zoom in to see an expanded view before Audition
would let me select the desired point on the timeline.

And no, I don't think it had anything to do with video as it was
just an exported 48K x 16-bit WAV file. Audition wouldn't have
any way of knowing that it was the sound track from a video
program.
