Sounds like a grounding issue.

everything is ballanced, and i have 3 wierd snakes that are some
soundcraft elco to female and male xlr that i have hooked to my patch
bay with a bunch of hosa xlr to 1/4" trs snakes.


Sounds like part of the balanced wiring / connectors may be "2 hot" and some
"3 hot". This would certainly cause the problem.
Pick up the tracer or a pair of headphones and start tracing signal
from one point to another. Is this a long frame patchbay? Are the
snake cables wired properly. Are the outputs _really_ balanced?
