The copyright owner or his representative, if he wants to make a
point. We went throught this sort of thing with MIDI files 10 years or
so ago. BBSs with MIDI files of popular songs were sent "cease and
desist" letters from the Harry Fox Agency, and a couple of them got
sued (based on quantity not quality). The Compuserve MIDI file library
shut down as a result.
While there were some really well done MIDI files (and some commercial
companies who properly licensed the songs and skillfully sequenced
them - and worked hard to keep their work off the BBSs) many were
really amateur realizations barely recognizable as the song. That
didn't matter. If there was a recognizable title and melody, it was
fodder for the barrage of lawsuits.
