I took that to mean ALL taxes, fees, tariffs,
whatever, not just income taxes.

What exactly is the difference between "fees and
tariffs" and taxes? Tariffs are, in fact, taxes. And in
any case, all of them are confiscatory if government
can compel citizens to pay them.
