was needed, about 18 months ago? Who was supposed to be in charge of
seeing to that then, and why has he or she not been summarily fired?

OTOH - he has a point that all this should have been considered *before* bombing
the crap out of Iraq.
The telecoms system was shot to bits too.
I bet those Iraqis really think how lucky they are are to be liberated but
without power, running water and telecommunications, oh and jobs too ( the
former Iraqi army of 400,000 - less the pro-Saddam element - could conceivably
have been put to use in a reconstruction role keeping them usefully employed ).
Oh - and we're giving them democracy ! Lucky them ! I bet they'ld prefer a
square meal actually.
