If those really are 807s in the output - certainly the top-cap fits the
bill, I'd say the output tranny was *way* undersized.

I compared the size of the output transformer and the power transformer. In
a Hifi tubed amp, they should be far more similar in size. The power
transformer handles more power, but it is supposed to work down to about 1/3
the frequency.

Maybe it's a 'starved plate' design ?
