The sound on my headphones from the PC is quite loud.

Maybe the sound card is actually headphone or speaker output?

I would think not, I get the same result from three sound cards -
motherboard audio plus two PCI cards.

Most headphones require some amplification over line out levels for
optimum
results. Also there is an impedance matching issue (headphones are
typically
much lower impedance). Neither of these is software correctable.
