What is the best format to save my files as in cool edit pro 2.1?
There is alot to choose from and ultamently i want to mix the tracks
down to cd, but i am wanting the best sound quality i can get, which
of the formats are considered the best quality?

Track at 32 bit by 44.1 (Cool Edits version of 24bit) in mono or stereo as
appropriate. Save as a Windows PCM Wave File. Do all your processing and
mixing. Save your mix-down as a 16 bit/44.1 stereo wave file.

Anything that uses no compression and doesn't reduce the word length
is fine. .wav or Broadcast WAV files are probably the most popular,
though.

i usually use "Windows PCM"

occasionally a client wants MP3.

But note that MP3 should be a release-only format.
It is not suitable for production. Convert to MP3 only
when you are done with everything. And be sure that
you also have the "real" (WAV aka "Windows PCM")
file saved.
