Capturing Audio from Cable TV, and FM Radio?

Does anyone have suggestions on the best way to do this? I have open
PCI slots and also a mixer and a recording card. Are there external
tuners that I could use? I haven't seen any that will tune in the audio
from cable television. I know there are a few PCI cards out there, but
I'm not sure how good they will sound.

capture audio and video from a tv card and then dump the video.
