Rather than attempt to discuss volume control settings (which is not
really accurate for measuring power), let's get to your issue.

Since 25 watt (or higher) amps are relatively cheap and plentiful, why
not just stick with something that has at least that much power? If
it's going to be in the same room/position as the old amp, and drive
the same speakers, and you are happy with the power you now have,
simply purchase a new amp with the same (or higher) amount of power.
