In a nutshell, yes. The higher you turn the gain up the louder your music
will get and amp will draw more current.

The AMP draw depends on the output wattage.

you can have the gain turned all the way up and have low volume signal in
and amplifier output 50 watts.
or have gain turned down and have high volume signal in and amplifier output
will still be 50 watts.
Head units have different signal levels out, and the gain control is used to
match the level into the amplifer
