Is it coincidental that the amount is around the cost of a new CD (on sale)?
I'm surprised they didn't just send out coupons.

I'm pretty sure that it was quite intentional.
You know, educational institutions got a few million for CDs as well
(at least in Tennessee.

I think they probably wanted to avoid book cooking (turning coupon
transactions into returns, etc.).
