Software to rearrange loops

do you know programs to work with loops, and rearrange them to obtain new
ones in a similar fashion that zero-x beat creator ?

Propellerhead's Recycle for one (I'm sure there's many more). Recycle has
become so popular many other programs include a player/editor to work with
it's proprietary file format (called a REX file).
