I'm looking to purchase a surround sound receiver in the $350 - $450
price range.

I had about settled on a Denon 1804 which is being being sold by my
local AV store for $450 (MSRP $499).

The sales guy then recommends I consider a certified factory
reconditioned Pioneer Elite VSX-43TX (last years model) which they are
selling for $500 (MSRP $1,200).

What do you think?

I'm not familiar with the Elite. Does it have Dolby Pro Logic II
decoding? I ask because some of the early Pioneer Elites A/V units did not.

If the Elite has DPLII, it might be a better buy than the Denon,
particularly if you get a factory warranty with it.

If the Elite does not have DPLII, get the Denon.

DPLII makes a significant difference on playback of most TV shows in the
"TV" mode and helps a lot of two channel music recordings in the "Music"
mode.
