I am newcomer to audio editing, I have a recording and want to make some high frequency
sounds more audible, that is to be heard clearly (perhaps by moving them to lower
frequency? Is there any terminology for this?).
Is there a guide, faq, or something on how to do this? Also specific instructions would be
welcomed.

What sort of source material are we talking about?
"Pitch change" or lowering the pitch of a given recording can make
your high frequency stuff lower.
Parametric eq can be used to boost a given frequency range (the highs
in your caes).
A high pass filter can eliminate the lower frequencies and only let
the highs pass.
There's lots of ways to do it, depending on what your source material
is.
Goldwave is a good shareware audio editor that includes a free trial.

The parametric EQ, the graphic EQ, and the pitch changing effects are
the ones you might get the best mileage from.
